Example: One golfer has a 10 handicap and one has a 3

For match play the 10 gets 7 strokes on each of the holes handicapped 1 to 7.

For stoke play the 10 gets 10 strokes and the 3 gets 3 strokes. The 10 gets one stroke on each of the holes handicapped 1 to 10 and the 3 gets one stroke each on the 3 hardest handicapped holes.

Let's say the handicaps are now 24 and 2.
For match play the 24 gets 22 strokes. One stroke each on the holes handicapped 1 to 18 and one additional stroke on the holes handicapped 1 to 4.

For stroke play the 24 gets one stroke on handicapped holes 1 to 18 and one additional stroke on holes 1 to 6. In essence the 24 gets 2 strokes on holes handicapped 1 to 6 and one stroke on the rest.

well strokes are kind of tough...he gives you 11 strokes, on the 11 hardest holes and play match play. it becomes massively unfair on par 3's and on the 1 and 2 handicap holes. ive yet to see a better solution, but (as a 2 handicap), giving strokes is harder than playing a better golfer straight up.
